vided your comments to the TOR! The comment period for the TOR for the API
LP closed last Fri\, 6 June.\n\nThe latest draft TOR document is attached.
For your ease of reference\, I'll also be posting the key development and
documents for this APILP initiative on the ICANN community wiki here: htt
 ps://community.icann.org/pages/viewpage.action?pageId=48334730\n\nProposed
Next Steps\n\nOn the way forward for APILP\, we've received some suggesti
ons. As secretariat for this group\, may we propose the following:\n\n1) N
omination of Chair and Vice Chair: At the APILP Open Working Group discuss
ion during ICANN49 Singapore in March 2014\, we asked for volunteers to be
part of this Working Group (WG). You are included in this group as you h
ave indicated your interest to be part of the WG - thanks for this. We ar
e inviting nomination of Chair and Vice Chair to this APILP-WG.\n\n2) On A
PILP discussion during APrIGF Delhi (Aug): There were some suggestions for
  APrIGF in Delhi\, Aug\, in relation to APILP\, including a presentation o
f the APILP workshop proposal. We hope to seek comments to the two proposa
ls (a) and (b) below.\n\n(a) For the APILP-WG to have a face to face meeti
ng to discuss the TOR during Delhi APrIGF (Aug)\;\n\n(b) To do a first run
of the APILP during Delhi APrIGF (Aug)\, initial draft proposal as attach
ed (Proposal 1).\n\nFor (a)\, as the APrIGF is still another 2 months away
\, assuming we do go ahead with TOR discussion then\, there is still some
time to further flesh out some of the proposed approach and proposals that
we've received in the meantime. This can then be discussed together with
the TOR if necessary. For (b)\, we welcome feedback to Proposal 1 (such a
s curriculum\, fees\, participant numbers etc)\, as well as other proposal
s if there are.\n\n3) Others: Other suggestions\, if any\, are welcome too
.\n\nAPILP Conference Call\n\nIn view of the above\, we'd like to also pro
pose to do a call to go through 1) (Nomination)\, and if possible and time
permits\, discuss the proposals in 2) on 13 June (Fri) 2pm-3pm Singapore
time (UTC 0600-0700). We will share the call details and the names of the
  WG members in a subsequent email.\n\nThank you.\n\nRegards\,\nKelvin\n\nK

n\nHi Sunny and Hong.\n\nI had been travelling for about a couple of weeks
and was looking for the draft ToR that Peter had amended. Curiously enoug
h I did not see it until this ToR v3.\n\nThe ToR includes what I—and I s
uppose some others too—consider ambitious. I’m concerned that if we ta
ke as long as we did in crafting the ToR as our APrIGF CFP template\, then
many moons might pass. And the APrIGF had the benefit of a couple of runs
.\n\nMay I suggest this: we do the run. And we meet f2f to aim to conclude
the ToR.\n\nI am proposing a 1-day session because I am thinking of the I
ndian bureaucrats who may form a sizeable group. It’s really a primer. I
’m also concerned that a longer duration would not be manageable. Also\,
I’m concerned that if it’s too extended\, people would have a hard ti

nI seem to be having trouble posting to the list - please forward this\nfo
 r me - thanks\n\nregards\n\nPeter\n\n\nThanks Kelvin\,\nThis is an excelle
nt start - it seems to have been a productive\nmeeting at ICANN Singapore\
, and I am sorry I missed it.\n\nI have made some suggested changes in Ver
 sion 3 of the document which\nI attach.\nIn proposing these\, I note first
how much easier it is to critique\nother's work than it it is to create i
t - thanks again for the first\ndraft\, which sets the scene very effectiv
ely.\n\nOther than some changes such as numbering and some grammar edits\,
I\nthink there could be some productive discussion about a couple of item
s:\n\n1. The name - as its about Internet Governance\, it seems sensible t
o\nme to include that in the name of the document and the name of the\nexe
rcise.\nIts not just about "Internet Leadership" which is being done in ma
 ny\nareas\, of registry management\, law\, security etc\, but specificall
y\nabout IG. I think its healthier to acknowledge and display that focus.\
n\n2. I am not accustomed to describing the Asia Pacific area as "APAC"\,\
nso started to re-name it AP - but didn't continue....happy to defer if\nt
here is a widespread acceptance of that abbreviation.\n\n3. I am somewhat
concerned at the current focus on the domain name\nindustry: I have highli
t the term a few times. I think both that there\nis more to the IG topic t
han that\, and also that the domain name\nindustry can be expected to be b
usy taking care of itself through such\norganisations as APTLD\, ICANN and
the newly formed Domain Name\nAssociation ( "DNA"). Although I think we n
eed to be careful about\nopening the door to an unlimited range of topics\
 , I have added IP\naddress allocation mechanisms\, multistakeholderism\, o
nline human\nrights\, network security and network neutrality as possible
topics. In\nany event\, these should be signals\, rather than instructions
to those\nwho will eventually draft the actual curriculum.\n\n4. I have s
eparated out and made clearer the tasks of preparing the\ncurriculum from
preparing business and financial plans to support it.\n\n\nI hope these su
ggestion might be thought useful in furthering the\ndiscussion - thanks.\n
