1) Nomination of Chair and Vice Chair

  • Process of nomination and election of Chair and Vice Chair for the APILP to follow the following election process:
    • Having a nomination period (21 days), during which members are allowed to put forward the names.
    • Self nomination allowed. If nominating a 2nd person, to allow 7-10 days within the nomination period, for nominated party to accept the nomination 
  • APILP TOR should consequently include the terms of reference for the Chair and Vice Chair too, such as: 
    • Period of term: (Proposed) 2 years
    • Number of terms allowed: (Proposed) 2
  • Cheryl agreed to help guide the nomination/election process of the Chair/Vice Chair for APILP
  • There was a suggestion to have an interim Chair/Vice Chair to help lead discussions, before the Chair/Vice Chair are elected/take office.  There was also a suggestion that ICANN as secretariat could help in the interim. 

2) On APILP proposals

  • Discussion on the specifics of the proposal will continue when the Chair/Vice Chair is selected.  APrIGF secretariat (Yannis) updated the meeting that the APrIGF pre-event proposal (1 day workshop as proposed Ang Peng Hwa) was accepted by APrIGF MSG. She also reminded the meeting that Xue Hong has previously helped to include APILP as an agenda in APrIGF in Delhi, the proposals and suggestions on the details for APILP could be discussed. 90 mins is scheduled for this.
  • For the proposal, there was also a suggestion to proactively look into the mode of learning, including having hybrid modes of remote participation and e-learning etc, to complement more traditional face-to-face sessions. 

3) Follow up for APILP-WG

  • To have another ad-hoc call 3 weeks later (around 2nd week of July) to check back on progress and provide update.  This is also aligned to the timeline for election. ICANN will in the interim, continue to move the project along as secretariat. 
  • Nomination period: Start 16 June (Mon), end 6 July (Sun).
  • Proposed 2nd APILP call on 8 July (Tuesday) UTC 4am (12pm SGT) - call to be confirmed. (ICANN APAC Hub will continue to post key development and documents on the ICANN community wiki here: https://community.icann.org/pages/viewpage.action?pageId=48334730. Proposed Next Steps

 

On the way forward for APILP, we've received some suggestions. As secretariat for this group, may we propose the following:

 

1) Nomination of Chair and Vice Chair: At the APILP Open Working Group discussion during ICANN49 Singapore in March 2014, we asked for volunteers to be part of this Working Group (WG).  You are included in this group as you have indicated your interest to be part of the WG - thanks for this.  We are inviting nomination of Chair and Vice Chair to this APILP-WG.

 

2) On APILP discussion during APrIGF Delhi (Aug): There were some suggestions for APrIGF in Delhi, Aug, in relation to APILP, including a presentation of the APILP workshop proposal. We hope to seek comments to the two proposals (a) and (b) below. 

 

(a) For the APILP-WG to have a face to face meeting to discuss the TOR during Delhi APrIGF (Aug); 

 

(b) To do a first run of the APILP during Delhi APrIGF (Aug), initial draft proposal as attached (Proposal 1).  

 

For (a), as the APrIGF is still another 2 months away, assuming we do go ahead with TOR discussion then, there is still some time to further flesh out some of the proposed approach and proposals that we've received in the meantime. This can then be discussed together with the TOR if necessary.  For (b), we welcome feedback to Proposal 1 (such as curriculum, fees, participant numbers etc), as well as other proposals if there are.     

 

3) Others: Other suggestions, if any, are welcome too.

 

APILP Conference Call 

 

In view of the above, we'd like to also propose to do a call to go through 1) (Nomination), and if possible and time permits, discuss the proposals in 2) on 13 June (Fri) 2pm-3pm Singapore time (UTC 0600-0700).  We will share the call details and the names of the WG members in a subsequent email.

I had been travelling for about a couple of weeks and was looking for the draft ToR that Peter had amended. Curiously enough I did not see it until this ToR v3.

 

The ToR includes what I—and I suppose some others too—consider ambitious. I’m concerned that if we take as long as we did in crafting the ToR as our APrIGF CFP template, then many moons might pass. And the APrIGF had the benefit of a couple of runs.

 

May I suggest this: we do the run. And we meet f2f to aim to conclude the ToR.

 

I am proposing a 1-day session because I am thinking of the Indian bureaucrats who may form a sizeable group. It’s really a primer. I’m also concerned that a longer duration would not be manageable. Also, I’m concerned that if it’s too extended, people would have a hard time extending their stay.

 

Appended below is the draft curriculum. Essentially—background+context, the technical aspects (to explain the root server), the stakeholders and their roles, and then the current status.

 

I have highlighted the speaker for PM1 as I was in Sri Lanka and met Rohan Samarjiva and he had expressed interest to attend if we invite him. Rohan is a friend, ex-professor at Ohio State in telecom, a former DG of Sri Lanka Telecom but now heading a think-tank in ICT policy. He is therefore comfortable in both the ITU and Internet space and therefore not hostile to the Internet.

Thanks Kelvin,
This is an excellent start - it seems to have been a productive
meeting at ICANN Singapore, and I am sorry I missed it.

I have made some suggested changes in Version 3 of the document which
I attach.
In proposing these, I note first how much easier it is to critique
other's work than it it is to create it - thanks again for the first
draft, which sets the scene very effectively.

Other than some changes such as numbering and some grammar edits, I
think there could be some productive discussion about a couple of items:

1. The name - as its about Internet Governance, it seems sensible to
me to include that in the name of the document and the name of the
exercise.
Its not just about "Internet Leadership" which is being done in many
areas, of registry management,  law, security etc, but specifically
about IG. I think its healthier to acknowledge and display that focus.

2. I am not accustomed to describing the Asia Pacific area as "APAC",
so started to re-name it AP - but didn't continue....happy to defer if
there is a widespread acceptance of that abbreviation.

3. I am somewhat concerned at the current focus on the domain name
industry: I have highlit the term a few times. I think both that there
is more to the IG topic than that, and also that the domain name
industry can be expected to be busy taking care of itself through such
organisations as APTLD, ICANN and the newly formed Domain Name
Association ( "DNA"). Although I think we need to be careful about
opening the door to an unlimited range of topics, I have added IP
address allocation mechanisms, multistakeholderism, online human
rights, network security and network neutrality as possible topics. In
any event, these should be signals, rather than instructions to those
who will eventually draft the actual curriculum.

4. I have separated out and made clearer the tasks of preparing the
curriculum from preparing business and financial plans to support it.

discussion - thanks.
