Close to half of the world’s 3 billion internet users are
now in the Asia Pacific region, and there’s no guessing where most of the next
billion is going to come from. Hear from
the region’s renowned speakers on a wide range of issues: What is Internet
Governance? What are the key milestones that have shaped the world’s thinking
on Internet Governance? What is the Internet really and how does it work? Who
runs the Internet now and what is at stake here? Why should you care?
Day 1 covers general Internet Governance issues such as Overview
of Internet Governance – History and Current global development, as well as emerging
issues. This session will help you better understand the key drivers and important
milestones in the world of Internet Governance past, present and beyond.

Specific
Issues of Discussion and Description:
Day 2 of the APILP covers technical topics on the Domain Name System; Critical Internet Resources (IP addresses, IPv4/6). Have a question on how the Internet works, what goes into the addressing system of the Internet; and what are the challenges in maintaining a single, stable and secure Internet? This session will provide a concise background on the workings and backbone of the Internet resources.

(Emerging Issues) IANA Stewardship Transition (TBC)
Specific Issues of Discussion and Description:
Day 3 of the APILP provides the background to and updates on
the IANA Stewardship Transition that have started since the announcement by the
US Government on the transition of key Internet domain name functions to the
global multistakeholder community. This
session will update the community on the community-led effort, as well as the
proposals/comments that have come in for the two parallel tracks of IANA
Stewardship Transition and Enhancing ICANN’s Accountability.

Good to hear feedback on the curriculum – those we listed are for reference on the basic tracks that we can have and we’ll certainly need to have a more in depth discussion on this, and/or have a smaller group to help drill down on the curriculum planning based on the needs of the regional community, and the time required. Of course, comments are always welcome as usual.For Dr. Anja, ICANN will be at RightsCon in Manila and we’ll be running a session on ICANN topic such as the IANA transition issue, just to share. I had hoped that we could take this to other fora as well, and had earlier this year suggested that we try to have a session at RightsCon in Manila in March also. However, I think too few of us had planned to be present there to make this work for now. A yearly one-day session at the APrIGF is a great start (though I can also see the point that in the medium to longer term, we probably need to start thinking about a longer event, of the summer school type, instead!).
As for the curriculum, would it be possible to add human rights and the Internet as well? This topic remains a considerable challenge across the region, and I believe different communities (including the business and technical communities) would benefit from capacity building on this issue. I would be happy to contribute on this, as well as on Internet governance as before.

- General: Following the first run of the APILP in APrIGF in India in Aug 2014, APILP should be more integrated to this regional platform as a capacity-building track, in Day 0 of the APrIGF. This is taking into consideration the catchment of the audience, and predictability in timing. When the annual APrIGF travels across AP region, we’ll also be able to reach different regions.
- The YIGF (Youth IGF, a concurrently running program with the APrIGF) audience to be invited also to the APILP as the content will be useful to bring them up to speed.
- Curriculum: The curriculum for the APILP should be fairly consistent along the following, roughly in line with what was done in APrIGF 2014:
- Governance track
- Internet Governance Ecosystem
- IG History
- Technical track
- Basic topics related to internet security
- Fundamentals of DNS, IP Addressing
- Emerging issues
- Such as updates on development on IANA transition, new gTLD, etc
- Vice Chairs: Nominate Vice Chairs to assist in these tasks. Two names have been surfaced for 2 Vice Chairs – Izumi Aizu and Hong Xue
