Thanks again for your comments on the proposed direction for the curriculum.  Based on what was shared earlier in Feb, and the proposed themes of the APrIGF 2015, APILP Chair and secretariat have come up with an initial draft of a proposed workshop proposal for the APrIGF.  Please see the draft workshop proposal attached.

Please let us know if you have any feedback on this. There was also an idea during the face-to-face APILP meeting in APrIGF 2014 to have a smaller curriculum work group to look into curriculum planning and suitable speakers – please let us know if you are able to contribute to this too.

Workshop title: 

Asia Pacific Internet Leadership Program (APILP) – Day 1 – (General) Overview of Internet Governance – History and Current global development. 

 

Specific Issues of Discussion and Description:

 

Close to half of the world’s 3 billion internet users are now in the Asia Pacific region, and there’s no guessing where most of the next billion is going to come from.  Hear from the region’s renowned speakers on a wide range of issues: What is Internet Governance? What are the key milestones that have shaped the world’s thinking on Internet Governance? What is the Internet really and how does it work? Who runs the Internet now and what is at stake here? Why should you care?

 

Day 1 covers general Internet Governance issues such as Overview of Internet Governance – History and Current global development, as well as emerging issues. This session will help you better understand the key drivers and important milestones in the world of Internet Governance past, present and beyond.

Workshop title: 

APILP (Asia Pacific Internet Leadership Program) - Day 2 -  (Technical) Domain Name System; Critical Internet Resources

 

Specific Issues of Discussion and Description:

 

Day 2 of the APILP covers technical topics on the Domain Name System; Critical Internet Resources (IP addresses, IPv4/6). Have a question on how the Internet works, what goes into the addressing system of the Internet; and what are the challenges in maintaining a single, stable and secure Internet?  This session will provide a concise background on the workings and backbone of the Internet resources.

Workshop title: 

APILP (Asia Pacific Internet Leadership Program) – Day 3 – (Emerging Issues) IANA Stewardship Transition (TBC)

 

Specific Issues of Discussion and Description:

 

Day 3 of the APILP provides the background to and updates on the IANA Stewardship Transition that have started since the announcement by the US Government on the transition of key Internet domain name functions to the global multistakeholder community.   This session will update the community on the community-led effort, as well as the proposals/comments that have come in for the two parallel tracks of IANA Stewardship Transition and Enhancing ICANN’s Accountability.

Thanks for all the thoughtful and insightful comments. 

Regarding the framework of the curriculum, I completely support Anja's suggestion to add a "legal or policy track" that could cover the critical issues of HR, data protection, user rights, IPR, dispute resolution, liabilities and law enforcement, etc. Otherwise, we would have to spam all these essential topics into "emerging issues".

I also support the suggestions on future development of APILP. In addition to the yearly one-day event affiliated with APrIGF, I believe it do not exclude any other CB initiatives in other form and at other venue, as far as they serve the AP community. For example, I had organized APILP Beijing (3-day event) twice and invited Izumi and Penghua to teach there. It worked well.

For Dr. Anja, ICANN will be at RightsCon in Manila and we’ll be running a session on ICANN topic such as the IANA transition issue, just to share. Hope to see you there. And yes, you’re right, the proposal below is for APILP for now to be tied to a regular regional event, in APrIGF.

Would anyone have further comments on this or other aspects of my note below, such as that with regard to the Vice Chairs?

It is a great idea to integrate the APILP systematically into the APrIGF. I had hoped that we could take this to other fora as well, and had earlier this year suggested that we try to have a session at RightsCon in Manila in March also. However, I think too few of us had planned to be present there to make this work for now. A yearly one-day session at the APrIGF is a great start (though I can also see the point that in the medium to longer term, we probably need to start thinking about a longer event, of the summer school type, instead!).

As for the curriculum, would it be possible to add human rights and the Internet as well? This topic remains a considerable challenge across the region, and I believe different communities (including the business and technical communities) would benefit from capacity building on this issue. I would be happy to contribute on this, as well as on Internet governance as before.

Some of us are gathered here in Singapore at the ICANN52 meeting, and while we did not have a formal face-to-face session on APILP, we are glad to have the opportunity to receive some feedback and exchange ideas with some of you on the APILP program. 

Some of the proposals are below:
  • General: Following the first run of the APILP in APrIGF in India in Aug 2014, APILP should be more integrated to this regional platform as a capacity-building track, in Day 0 of the APrIGF. This is taking into consideration the catchment of the audience, and predictability in timing. When the annual APrIGF travels across AP region, we’ll also be able to reach different regions.
  • The YIGF (Youth IGF, a concurrently running program with the APrIGF) audience to be invited also to the APILP as the content will be useful to bring them up to speed.
  • Curriculum: The curriculum for the APILP should be fairly consistent along the following, roughly in line with what was done in APrIGF 2014:
    • Governance track 
      • Internet Governance Ecosystem
      • IG History
    • Technical track
      • Basic topics related to internet security 
      • Fundamentals of DNS, IP Addressing 
    • Emerging issues
      • Such as updates on development on IANA transition, new gTLD, etc
  • Vice Chairs: Nominate Vice Chairs to assist in these tasks. Two names have been surfaced for 2 Vice Chairs – Izumi Aizu and Hong Xue
