Hi Lester, Pam and all, On behalf of ICANN, we would like to thank all you for your participation at ICANN 49 and your valuable feedback. And Lester, I’m glad I was able to help you resolve your issues. I would like to address the issue you raised, about stronger APAC participation and requesting for more localised services in the region here. It is precisely with these similar thoughts, that prompted ICANN to set up our APAC hub in Singapore in August last year. And also why Kuek proposed the APAC Hub Beta idea at ICANN 49. The APAC team has been scaling at a rapid pace. In the short eight months, we grew from 2 to 14 staff in the region and will continue to grow and scale to meet the needs of the region. We understand the need and urgency. And yes, we are trying to move faster with our expansion plans. We believe that a positive step forward is the establishment of the APAC Hub Beta to pilot initiatives to deliver services for APAC contracted parties, with due consideration given to local/regional environments. We recognise the benefits of being in the same time zone and understanding the different cultural and language nuances. It also allows us to be more responsive, have closer interactions and shorten turnaround times. So to this end, we are open for ideas and recommendations that you and the community may have to help us reach that common goal. What can we do to get more participation from the community like yourself? How can we get more APAC voices into the discussions? And what can you do to help encourage better interaction and collaboration with ICANN? Eventually the end objective is to build a service model that can better support/match your needs. Let’s have an open dialogue so that we can keep striving to improve our processes, systems and services. This is a collaborative effort and together, we can reach our goals faster. In fact, I find it difficult to find someone to speak to within ICANN in regards to issues I faced with the ICANN accreditation processes as well as the new gTLD programme. I am glad that Han Chuan from the Singapore office has provided me with a lot of help lately trying to get certain issues on track and resolved. In addition, I have also feedback to Kuek and Han Chuan that we definitely need more voices from the APAC region across all global councils and working groups. I see a lot of noise, good and bad being generated from the North America region representing their interest, but it is just so quiet around here. Even the GAC meetings were disappointing with the APAC countries not putting forth their views and pushing for a stand on certain issues. From the above excerpt, it appears that ICANN has made some progress since but it still has a long way to go. So much so that I believe new gTLD applicants, registries and registrars in the APAC region are underserved, especially compared with our counterparts in North American region.
I bring this to your attention with a hope that you would support the idea that we, as a group, should continue to push ICANN to accelerate its globalization efforts so that contracted parties in the APAC region will have access to localized services that are properly staffed and resourced. To this end, any thoughts or ideas you may have or experiences you care to share would be most welcome.

Dear Han Chuan, We noticed that ICANN only has their legal department in LA but not yet in Singapore. Many issues that we faced are legal and ICANN is taking longer to reply due to the time difference. Fadi mentioned that the reason for building a hub in Singapore is to resolve the time and language difference. I hope ICANN will put a legal team in Singapore to serve the region and speed up the process soon. Hi Janna, ICANN did have a Senior Legal Counsel based out of the Sydney office until the office was closed in December 2012. See http://domainincite.com/11458-icann-shutters-australian-office-cans-staff: “ Sydney is/was a relatively small branch, with only a handful of staff based there, including some in legal and compliance departments.” The Legal Counsel was indeed from Singapore originally. It’s been 15 months since the Sydney office closure and in terms of Legal and Compliance resources for the APAC region, below appears to be the latest: Legal - There is an opening for a Regional Counsel based in Singapore posted: https://icann-openhire.silkroad.com/epostings/index.cfm?fuseaction=app.allpo... <https://icann-openhire.silkroad.com/epostings/index.cfm?fuseaction=app.allpositions&company_id=16025&version=1> &company_id=16025&version=1. Compliance - Recently (March 2014?), a Senior Compliance Manager has been recruited to the Singapore office. I am pleased to note Han Chuan as a new addition to the Registry Services team based in Singapore. Lester also mentioned that he was grateful for Han Chuan’s assistance with regard to some registrar accreditation application. During my time at ICANN, I was acutely aware of the need (and advocated) for local Registrar Services resources. I think the need is more pressing than ever. We believe that a positive step forward is the establishment of the APAC Hub Beta to pilot initiatives to deliver services for APAC contracted parties, with due consideration given to local/regional environments. We recognise the benefits of being in the same time zone and understanding the different cultural and language nuances. It also allows us to be more responsive, have closer interactions and shorten turnaround times. So to this end, we are open for ideas and recommendations that you and the community may have to help us reach that common goal. What can we do to get more participation from the community like yourself? How can we get more APAC voices into the discussions? And what can you do to help encourage better interaction and collaboration with ICANN? Eventually the end objective is to build a service model that can better support/match your needs. Let’s have an open dialogue so that we can keep striving to improve our processes, systems and services. This is a collaborative effort and together, we can reach our goals faster. In fact, I find it difficult to find someone to speak to within ICANN in regards to issues I faced with the ICANN accreditation processes as well as the new gTLD programme. I am glad that Han Chuan from the Singapore office has provided me with a lot of help lately trying to get certain issues on track and resolved. In addition, I have also feedback to Kuek and Han Chuan that we definitely need more voices from the APAC region across all global councils and working groups. I see a lot of noise, good and bad being generated from the North America region representing their interest, but it is just so quiet around here. Even the GAC meetings were disappointing with the APAC countries not putting forth their views and pushing for a stand on certain issues. I am just ranting, but thank you once again to Edmon and dotAsia for setting up this list! Hopefully we can get some traction on this and form the association we wanted to. Thank you! The community is also welcome, should it wish to form a Working Group to discuss this. · It is noted that the APAC Hub has filled a single position in registry services and contractual compliance, and will soon have a registrar services position filled. This is considered slow. It is noted that 15 months ago, ICANN had 2 positions in contractual compliance in the region, and this has now dropped to 1. The APAC Hub will need to speed this up.
* On registry services, the APAC Hub is requested to inform the community on its service model, and to communicate this with stakeholders in the region.” At the Buenos Aires meeting I, on behalf of Zodiac Registry, reminded ICANN not to forget their contracted parties in the APAC region and advocated for localized services. From the above excerpt, it appears that ICANN has made some progress since but it still has a long way to go. So much so that I believe new gTLD applicants, registries and registrars in the APAC region are underserved, especially compared with our counterparts in North American region.
I bring this to your attention with a hope that you would support the idea that we, as a group, should continue to push ICANN to accelerate its globalization efforts so that contracted parties in the APAC region will have access to localized services that are properly staffed and resourced. Hi Everyone, Sorry for the long silence on the list after our constructive meeting in Singapore where we identified a number of issues where it may be good to have collective efforts together on. Anyway, to perhaps kick start our discussion, nothing better than a real case... We talked about some of the issues of RAA 2013, including the privacy considerations. Now one of the registrars from Ireland has made a request for a waiver to ICANN and ICANN is seeking input from the community on the issue: http://www.icann.org/en/news/announcements/announcement-07may14-en.htm I have not looked into the details yet, but it appears perhaps we should voice our thoughts on the issue if it matches with or could potentially be a precedence for addressing some of the issues registrars are facing in Asia.
