I have actually responded further during the WG updates at the GNSO (right after the Board-GNSO discussions). And yes I agree we should really take steps to provide concrete potential measures on this. At the last meeting, Jian Chuan made a brief proposal including the following elements. 1) travel support for the participants from the under-served regions 2) provide transcript of GNSO meetings (not translation) 3) there are many factors related to the concept of "diversity". for example, geographic cultural and gender language diversity. Could we suggest a scorecard that include these factors? I am hoping we could further develop those ideas here in Marrakech. During the GNSO/Board session on Sunday, the chair of Organizational Effectiveness Committee (OEC) of the ICANN Board, Rinalia Abdul Rahim asked about the timeline (i.e. when will for the GNSO review/vote on the Working Party’s final assessment and prioritsation to the OEC). She also made a request: an explanation or rationale for recommendations in the Independent Examiner’s (Westlake’s) final report but are declined by the Working Party. The timeline has been pushed back (after repeated delays). It seems that the GNSO Council will not have time to review the final report by the Working Party during the Marrakesh meeting and it will be deferred to its April meeting. 2. Several recommendations that were designed to improve diversity have been pushed back (#35) or rejected outright (#32). For your convenience, below was part of the comments submitted on behalf of APAC Space where we actually urged these recommendations be prioritized. 5. Prioritization of three key recommendations: #32, #35 and #33 We acknowledge cultural diversity as a core value goal needs to be balanced against practicality. We are also mindful that some recommendations may not be implemented in the short term due to financial or other cost/benefit considerations. As such, we suggest the following three key recommendations be treated as priorities (in the order below) and incorporated into ICANN’s Five-Year Strategic Plan, implemented and measured under one of the strategic objectives (1. Evolve and further globalize ICANN): Recommendation 32: That ICANN define “cultural diversity” and that relevant metrics (encompassing geographic, gender, age group and cultural, possibly by using birth language) be monitored and published. Recommendation 35: That the GNSO Council establish a WG, whose membership specifically reflects the demographic, cultural and gender diversity of the Internet as a whole, to identify and develop ways to reduce barriers to participation in the GNSO by non-English speakers and those with limited command of English. Recommendation 33: That SGs, Cs and the Nominating Committee, in selecting their candidates for appointment to the GNSO Council, should aim to increase the geographic, gender and cultural diversity of its participants, as defined in ICANN Core Value 4. We understand geographic region seems to have become a proxy for cultural diversity but the community is unlikely to reach consensus on how to measure cultural diversity. We therefore encourage the Independent Examiner to provide concrete suggestions towards implementing cultural diversity in its final report. We look forward to participating in a GNSO WG “whose membership specifically reflects the demographic, cultural and gender diversity of the Internet as a whole,” if and when such a group is established under Recommendation 35. I think we should be making a great deal of noise about this but would defer it to you and the group to decide whether we should do something about it. Have a great week!
